Like rondel says, the biggest problem is that most of the tribal vassal call to arms stuff is hard-coded and not moddable via scripting. Then I tried to modify the Robert's Rebellion bookmark to see how well it worked. I also looked at another mod from Enriador on Steam called 'Old Style Civil Wars', which just changes 'major_revolt =' from 'yes' to 'no' for several casus bellis, which causes the rebels to go independent instead of getting a temporary empire-tier title, though I wouldn't apply it to all of the casus bellis that Enriador does. So I wondered whether there's a way to approximate Westerosi feudalism via existing vanilla ck2 mechanics, which brought me to the tribal vassal call to arms mechanic and the mods that Azrael posted links to. I know you can just turn off mega wars via a game rule, but of course that's less lore-friendly. For instance, I might want a Lord Paramount on my small council during a war.
